Tim Westcott
Tim is a Senior Analyst, Television, at Screen Digest.

He joined the company in September 2004 and has written reports on film and sports rights, animated movies and television on the internet. Tim previously worked for two years at the European Audiovisual Observatory in Strasbourg as an analyst specialising public film and audiovisual funding. He co-authored an Observatory report on the subject and was responsible for KORDA, an online database of film funds. A trained journalist, Tim has worked for the Financial Times and Emap, including a stint as editor of Television Business International. While freelance, Tim wrote three reports for Screen Digest on children's television and animation and wrote for titles including Broadcast, Variety, Ecran Total and The Guardian. He holds a MA (Hons) in English Literature from Trinity College, Cambridge.

The easily exportable nature of animation, the longevity of some properties (Mickey Mouse, created by Walt Disney and Ub Iwerks in 1937, remains a mainstay of the world's largest media company), and the massive potential upside of ancillary revenue streams, makes it one of the most attractive genres of content for investors. But the inherent risks of the global animation market equally mean it's a difficult and challenging one for companies which do not have the scale, stability and presence at all stages of the value chain of the major US studios.

ITV, which accounts for 40% of the UK TV advertising market, is reporting an improved last quarter of 2009 after seeing a 12% fall in year-on-year net advertising revenues to £1,054m in the first nine months of the year. However, the company's long-promised turnaround must be viewed in the context of a core business which has been permanently diminished by audience fragmentation and pressure on ad prices.

All eight of the leading free-to-air broadcasters in Europe's big five territories reported double-digit declines in ad revenue in the first half of 2009. At one end of the scale, ProSiebenSat.1 reported revenues 7.5% lower than the same period of 2008, while Telecinco fell a staggering 43% in Spain. The only positive note for groups like Mediaset, ITV and Antena 3 TV was that they performed slightly better than the overall market. Although there is little visibility for the second half of the year, Screen Digest shares the view that the worst may be over.

Broadcasters in Europe's big five territories are responding to precipitous declines in ad revenues (examined in detail in a recent Screen Digest, Market Monitor: European TV Advertising April 1, 2009) by radically reviewing their cost bases and cutting, or keeping under tight control, program budgets. This is the first time this has happened on such a wide scale, an indication that the downturn in advertising revenues has changed the rationale that reducing programming expenditures runs the risk of losing market share. Given that this downturn is affecting almost all free-to-air broadcasters and almost all TV advertising markets equally severely, the focus of broadcasters is on trying to protect the bottom line and thus limit the damage to profits. With the cost of free-to-air rights to high-rating sports events continuing to escalate, and some broadcasters tied into long term contracts, the brunt of the cutbacks will fall on entertainment programming, in particular costly genres like drama. Networks will try to keep a big chunk of programming expenditures in-house - further bad news for outside suppliers who will already be under pressure to lower fees. The market for post-network runs of US entertainment shows, which have been in the past a major source of revenue for the studios, is also likely to be affected. Generous license fees achieved in recent years will become a rare phenomenon.

Six of of the eight largest European broadcasters face a decline in ad revenue in 2009, according to Screen Digest forecasts. Only France's TF1 and M6, thanks to regulatory changes, are expected to show growth. Spain's Antena 3 TV and Telecinco are expected to see the largest decline in percentage terms, while the UK's ITV will also have a poor year as a contintent-wide advertising recession sets in.

Discovery Communications is to launch a free-to-air channel in the UK early next year. The channel will be distributed on digital terrestrial (DTT) and will be the US company's first network in the UK not to be funded partly by cabsat carriage fees. The move is a response to tough competitive conditions in what is, as well as Discovery's largest market outside the US, one of the most competitive in the world. Discovery is not the only US cable programmer to adapt its business model in the international market as the free DTT footprint gets bigger than pay cable and satellite.
