> DVB-H is added to the list of EU official standards


The European Commission has endorsed the addition of Nokia-backed mobile TV standard DVB-H in the list of EU official standards. As a result, the 27 EU member states must promote the commercial deployment of DVB-H. Last July the Commission for information society and media led by commissioner Viviane Reding proposed to make DVB-H the official EU terrestrial mobile broadcasting standard. The Council of Telecoms Ministers then approved the Commission's mobile TV strategy in November 2007.

Our take...
Although DVB-H is now an endorsed standard, it does not mean that it is mandated across the EU. It is also not clear how member states must promote DVB-H and therefore how the EC will enforce such promotion across Europe. Austria, France, Switzerland and Spain are planning to launch DVB-H this year and Italy and Finland already offer mobile TV services based on DVB-H. Nevertheless, industry players seriously doubt the potential of mobile TV as a stand-alone revenue generator. Aside from technology, business models and content rights are still big barriers to growth. Mobile TV has been around for over 3 years in Europe and is currently delivered over 3G networks where users pay on average Euro 7.5 per month to watch a trimmed-down version of TV channels which they access for free on their TV at home.
