Ofcom announces L-Band auction participants
UK telecommunication regulator Ofcom has released the list of accepted applicants for the upcoming L-Band spectrum auction. Although Ofcom hasn't enforced specific technologies and applications for that particular bit of spectrum, the L-Band spectrum (1452-1492 MHz) is suitable for satellite and terrestrial digital radio services, mobile TV and wireless broadband. The successful applicants include Adolphus, Arqiva, ePortal, MLL Telecom, Qualcomm, The Joint Radio Company, Vectone Network and WorldSpace. There are 17 licences, of which 16 correspond to 1.7 MHz blocks located in the lower band of 27.2 MHz (1452MHz-1479.5 MHz) and one for the totality of the 12.5 MHz upper band (1479.5-1492 MHz). Ofcom intends to collect a minimum of £50,000 per 1.7 MHz block and £150,000 for the 12.5 MHz block, bringing the total reserve amount to £950,000.
Our take... Although the spectrum is not ideal for Mobile TV or WiMAX, if cheaply acquired, it could offer a good short/medium term solution which will enable corresponding services to emerge at an earlier stage than if waiting for the analogue switch off in 2012. However, network deployment costs over this frequency range are substantially high which will eventually lead to a very limited service coverage.
If Qualcomm or Arquiva win spectrum, Screen Digest anticipates deployment of a mobile TV platform. For Qualcomm, it represents an unique opportunity to introduce mobile TV standard MediaFLO in Europe. The EC has recently undermined MediaFLO's European prospects by making DVB-H the official European mobile TV standard. O2 and Arqiva have both participated in a DVB-H trial in Oxford in 2006. Arqiva was also involved in a L-Band mobile TV trial in London from mid-2006 to early 2007.
