French broadcasters convinced by mobile TV potential
The French media regulator Conseil Supérieur de l'Audiovisuel (CSA) has received 36 mobile TV project applications for the the future 13 mobile TV channels supposed to launch by the end of 2008. The candidates include among others TF1 (four applications), Canal+ (three applications), M6 (three applications) , Lagardère (six applications), Nextradio TV (three applications) and Orange (two applications). An extra three TV channels have been attributed to public services. The CSA plans to deliver mobile TV licences by July 2008. Once licences have been awarded, licence holders have two months to propose a company to be in charge of building and operating the platform. Then the CSA will spend another two months to validate the platform operator. Mobile operators whishing to financially participate in the network deployment at a substantial level will be able to influence the selection of the platform operator.
Our take... During the past few months, there has been a lot of speculation on whether mobile operators would apply for a mobile TV licence or not. In the end, only one out of three applied. Orange submitted two projects for two mobile TV channels which is already part of its IPTV offer. SFR decided not to apply since the Vivendi Group also owns Canal+ which applied for three licences. Broadcasters don't appreciate Orange's intentions to enter their market. Eight major broadcasters representing 22 licence applications have signed a charter to collectively ensure 'first room' indoor coverage, a common conditional access system, and a common business model where industrials and service providers would have to pay a hardware licence fee or a monthly fee, respectively, in order to finance the network deployment and its operation. The CSA is very likely to prioritise the scalability of the service deployment along with respect of the requirements it mentioned. Having 22 applications aiming in a similar direction will facilitate the selection process. Mobile operator Orange has not signed the charter because it hasn't been asked to. The CSA is not likely to accept Orange's applications since both TV channels are targeted at niche markets and are already provided on its 3G network. Additionally, other mobile operators would not want to sell a mobile broadcast TV package which includes these channels thereby limiting the range of channels made available to customers. According to Screen Digest's data, France is the leading mobile TV market in Europe with more than 1.35m subscribers in January 2008.

Although IPTV as a platform has yet to achieve a subscriber base to rival that of cable or satellite, it has made serious gains in the years since it first arrived in Europe. France, is, and will remain, the main market for IPTV in Europe, with seven operators and a penetration rate of over 14 per cent. Its market share (now over 50 per cent of Europe's IPTV viewers) will decline as other European IPTV services start to take hold. By 2011, 65 per cent of European IPTV viewers will be outside France.
