The German Federal Network Agency awarded a mobile broadcast network operator licence to Deutsche Telekom subsidiary T-Systems Media&Broadcast (TSMB). The company will have access to the corresponding UHF frequencies and will have to use mobile TV standard DVB-H. Hanover will be the first German city to be covered by the service in spring 2008, followed by the capitals of the 15 federal states by the end of 2008. The regulator expects TSMB to cover 90 per cent of the population by 2015.
Our take... The decision doesn't come as a surprise since TSMB has more than 30 years experience in the media and broadcast industry and has been heavily involved in mobile TV trials around Germany. T-Systems Media & Broadcasts is technology agnostic; it actively participates in DMB and DVB-H based mobile TV services. The company aims to remain this way and believes that DMB and DVB-H services can be combined to offer high value services. There is an existing DMB mobile TV service in Germany run by service provider MFD. Aside from mobile TV platform development, T-Systems also provides ESG (Electronic Service Guide) products for both unicast and broadcast service providers. The decision comes as a blow for the recently approved mobile TV joint venture between three of the four leading local mobile operators (O2, T-Mobile, Vodafone) which also applied for the licence. However, service provision licences are still to be awarded by the end of this year in Germany, giving another chance for mobile operators to get a share of this emerging market.
