> Dutch cable agrees public broadcaster HD pact


The main Dutch public TV channels will be made available in High Definition as early as 2009 after cable operator Zesko agreed a joint-venture and carriage deal for HD simulcasts of the three national channels Nederland 1, 2 and 3 in its basic digital package. Move follows an agreement with Dutch public broadcasters' organisation NPO.

Zesko will subsidize the NPO's production arm with a one-off payment worth þ2m in order to promote the production of native HD content. Using the 720p standard at launch, native HD content will initially be limited and the majority of programmes will be up-converted. The deal is not exclusive and the NPO is in on-going negotiations with other operators, notably cable firm UPC, to join the HD initiative. The trio have already agreed to jointly offer HD transmissions of the 2008 Euro Soccer Championship and the Beijing Olympics via a temporary Nederland 1 HD channel that will be run from June to August 2008 only. Zesko is a holding company for three cable operators in the Netherlands: Casema, @Home and Multikable, although from May 2008 it will re-brand as Ziggo.

Our take...
Zesko agreed to offer the HD channels within the access cable package in the Netherlands. This is a crucial condition for the NPO in its role as a public broadcaster. Local press reports suggest that this has been an impediment so far to teaming up with UPC, which favours imposing extra charges for HD content. The NPO also benefits from Zesko's financial support for HD programming, where government support for HD has so far failed to materialise. The deal may also set a precedent that will see more funding come from commercial partnerships. The deal with Zesko may now be seen as benchmark for successful HD cooperation, and it is likely that future partners will also support the NPO's production house. Zesko also benefits. In the wake of new competition from IPTV and satellite (Canal Digitaal is about to introduce HDTV), offering more HD content can boost Zesko's market position, especially as KPN's IPTV network is not yet equipped to handle HDTV. HDTV then becomes a key differentiator for digital cable. The current HD offer on cable has been heavily marketed by Dutch cable operators, but has so far met with limited success as the typical package of four-seven channels has none of the most popular general-interest channels.

At end 2006, 12.8m households were equipped with HD-ready televisions-an average eight per cent penetration of TV homes. We expect the number of HD-ready households to grow to 94m at end 2011 (56 per cent of TV households). Of the current 12.8m HD-ready homes, we estimate that only 520,000 were already viewing HD-quality broadcasts at the end of 2006, mostly from pay TV (390,000). So about 12m households have an HDready set but are not viewing HD pictures.
